Law No. 13,670/2018 was signed into law, which establishes the reshuffling of payrolls for companies in 39 sectors of the economy, a measure that entails a considerable increase in taxation for those who will be affected by the measure.

This is yet another measure adopted by the government to cope with the losses from the reduction in taxes on diesel as a result of the agreement signed with the truckers’ representatives to end the strike.

This measure alone is expected to raise approximately R$830 million in 2018, a figure that will be even more significant in 2020, when the exemption is abolished for another 17 sectors.

With the end of the exemption, companies that had this benefit will once again contribute to the National Insurance Institute (INSS) by applying a rate of 20% to their payroll, abandoning the previous system that allowed this tax to be calculated by applying a rate of between 2% and 4%, depending on the sector, to gross revenue.
